Sorry to be confusing but I am asking about the Packets sent in the Visa Process. NOA1, NOA2 and I am not sure about the others

Which country are you from?

Try taking a look at your country's consulate website in Kiev, a google search should find it for you. Often, such websites have a step by step guide, what we call an 'idiots guide', as to how to make a visa application.
I've been using the British consulates 'idiots guide' for some time now!
